PLEASE TAKE NOTICE: Public notice is hereby given that on Wednesday January 28, 2026, commencing at 6:00 p.m. Iroquois County Zoning Board of Appeals will hold a public hearing at the Clifford Bury Administrative Center, 1001 East Grant Street, Watseka, Illinois. to consider the application of Louis Creek Solar zoning case # 25-ZBA-005, which seeks a Conditional Use Permit to construct and operate a commercial solar energy facility with Battery Storage on 380 acres of land and an approximate nameplate capacity of 50 MW (ac.) and 10 MW of Battery Storage. In addition, the applicant seeks a variance from Section VII.K.3 the Iroquois County Commercial Solar Energy Facility Ordinance to allow for an alternative buffer to the required living buffer.

The hearing is supplemental to any and all prior hearing(s) on the proposals and is limited in scope to the following issues and only evidence related to these matters will be considered by the Zoning Board of Appeals:

  1. Surface and subsurface drainage of the site, including but not limited to:
    a. Identification of parcels and number of acres draining to any of the Project’s participating parcels;
    b. The identification of parcels and number of acres draining to the Project’s participating parcels through the subsurface drainage features, including drain tiles;
    c. Identification of parcels and number of acres drained by the surface drainage of any of the Project’s participating parcels;
    d. Identification of drain tile within the proposed Battery Energy Storage System and potential alternate location(s);
    e. Current elevation of the proposed Battery Energy Storage System;
    f. The potential drainage impacts of the Project, and potential design alternatives to mitigate or eliminate drainage impacts;
  2. Additional information regarding specific materials planned to be used for the chain link visual barrier in lieu of the living vegetative buffer;
  3. Additional information regarding the specific component manufacturers of the solar panels, racking system and battery storage systems; and
  4. Such other matters reasonably related to items 1-3 above.

    The location of the proposal is in Artesia Township, Parcel #’s 29-14-200-009, 29-14-200-008, 29-14-400-003, 29-11-300-004, 29-11-400-001, 29-11-400-003, 29-12-300-001 and 29-14-300-003. Section 11 and 14 Township 25 N Range 10E. There are multiple addresses for the parcels involved but the primary is 1009 N 500 East Road Buckley, IL The Parcels are owned by Carol Hubler Trustee, Earl & Eloise Rust and Myron & Belinda Rust.

    The applicant is Louis Creek Solar LLC a limited liability company. Louis Creek Solar LLC’s registered place of business is 233 South Wacker Drive Suite 9450 Chicago, IL. Louis Creek Solar LLC owned by Allium Renewable Energy LLC (Formally PNE) located at 233 South Wacker Drive Suite 9450 Chicago, IL The officer and managing partner is Lotus Infrastructure Partners of 5 Greenwich Office Park 2nd floor Greenwich, Connecticut. The applicant is not operating under an assumed name.

    The legal descriptions for the participating parcels are as follows: 33.82@ NE4; 27.54 @ NE 4 EX RR; E2 W2 SE4 & W of RR E2 SE4 EX 1@NE Cor & EX 5.63 N; 40.10@ E of ROW #57 SW4; NE4 SE4; NW SE4 & S2 SE4 W RR EX 2.79@; W RR W2 SW4 and E 106.67@ W 200@ S2. All persons wishing to be heard in support of or opposition to the proposed Conditional use shall be afforded such an opportunity, and may submit their statement orally, in writing, or both.
