JOB DESCRIPTION – ETS Director
REPORTS TO: Iroquois County Emergency Telephone System Board (ETSB)
GENERAL DUTIES: The ETS Director plans and coordinates the implementation, operation, and maintenance of the computerized enhanced emergency telephone system. Also, maintaining the department annual budget. Public Safety including but not limited to the operation of the Police, Fire, and Emergency Medical Services (EMS).
JOB SUMMARY: Under general supervision of the ETSB, the responsibilities of the ETS Director are administrative, managerial, and technical in nature. This position is inclusive of a wide range of responsibilities such as goal setting, addressing, office management, public relations, speaking, and education. Additional responsibilities include trouble shooting, budget preparation and implementation, training, computer operations, report writing, and researching current trends.
SALARY RANGE: $55,000 - $80,000 annually
DUTIES AND RESPONSIBILITIES:
- Provides overall direction, coordination, and evaluation of the department personnel including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Ensures timely and accurate reporting of all payroll activity including any paid or unpaid time. Ensures compliance to County personnel policies related to dispatchers.
- Administers budgetary fund sources. Determines the proper allocation of funds for various projects. Responsible for timely and accurate reporting of all expenses.
- Prepares and presents the 911 ETSB budget to the ETS Board for approval. Prepares and presents the Joint Dispatch budget to the County Finance Director and Finance Committee for approval. Communicates the 911 ETSB approved budget to the Finance Committee to be included in the full County budget.
- Oversees the expenditure of budgetary and grant funds. Seeks funding for projects from funding agencies.
- Works with local, County, State, and Federal government officials, advisory boards, and community partners to ensure superior 911 operations.
- Perform accurate and timely reporting of 911 ETS and Dispatch operations and financial performance to all required internal and external reporting entities.
- Monitor Federal, State, and Local government regulations and report relevant issues to the ETSB and County Board.
- Validates and ensures all hardware and software databases are current and accurate.
- Knowledge and appropriate certification related to the role/department/agency
- Ensure transparency and statute compliance with timely posting of ETSB agendas, minutes and Board meeting recordings.
- Serves as a representative of Iroquois County, demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy, and appropriate tact and discretion in all interactions with other employees and with the public.
- Maintains a 24/7 availability as an emergency contact.
- Complies with all policies, procedures, safety rules and regulations.
- Act in the capacity of all roles of the Telecommunicators.
- Performs other related duties as assigned.
QUALIFICATIONS AND EDUCATION:
- High School Diploma or equivalent (GED) required.
- Associates degree in business administration, public safety administration, telecommunications, or other area related to emergency services recommended.
- Must live within the County of Iroquois within 2 years of hire

EXPERIENCE:
- 2+ years in Telecommunications systems or emergency management related field
- Proficiency in computer software, including, but not limited to, Windows operating system (XP and above) and Microsoft Office Suite (Word, Excel, Power Point, Outlook)
