Iroquois County Hazard Mitigation Plan

Iroquois County, Illinois is seeking proposals for professional services from qualified firms or individuals, to create a multi-jurisdictional Iroquois County Natural Hazard Mitigation Plan. The firm or individuals awarded a contract will be required to prepare a plan and conduct all necessary work needed to receive approval by the Illinois Emergency Management Agency (IEMA) as well as the Federal Emergency Management Agency (FEMA)

A FEMA hazard mitigation grant has been approved and is secured along with the required

match by IEMA in order to develop the plan. The awarded consultant must provide

documentation demonstrating its expertise in developing a Local Hazard Mitigation plans in

the State of Illinois with a minimum of three successful plan submissions in the last five years.

A Hazard Mitigation Plan is required for eligibility for grant funds through FEMA’s Hazard Mitigation Assisistance grant programs such as: BRICK, and Flood Mitigation Assistance (FMA);

and post-disaster grant programs such as the Hazard Mitigation Grant Program (HMGP). Federal grant programs award funds to local governments and non-profit organizations to implement mitigation projects identified as part of a FEMA-approved Hazard

Mitigation plan.

All incorporated cities and villages in Iroquois County are expected to be included in the update.

Other entities such as School Districts, Soil and Water Conservation Districts, and Water Districts located within Iroquios County are invited and encouraged to participate.

Proposal Content and Evaluation

  • Organization Overview: Includes all the names of individuals who will conduct the work to

research and create the Hazard Mitigation Plan, including their office location, and a summary of their experience with preparing these types of plans.

Showing milestone activities to complete the Plan update

  • Cost Estimate
  • Three references

Applicants who have success in obtaining FEMA approval of these plans and knowledge of weather, hydrology, topography and other technical information about our area will receive higher consideration.

Length of Contract

Creating the plan is anticipated to take between 12-18 months.

Proposals will be accepted through Wednesday, September 20, 2023.
